That is on top of my peeve list. I laid the horn on somebody yesterday for doing that. I would love to one day, go up to their car, toss the butt back in and say "You dropped something!" There is a site callet litterbutt.org (or com, I don't remember) where you can report people that do this. Most states will send them a nasty letter about littering.
